Not hitting boost target

Having some trouble hitting target boost.

The car won’t make anymore boost than 3.5psi under 3700rpm after that it’ll spike to 11psi for about 200rpm then taper down

Currently running MHD stage 2 v1.60
VRSF charge pipe intake and catless downpipe
Stock IC

Did notice a few weeks ago I had a code for my Diverter valve being clamped shut. Was also told my turbo might be going out as it’s already at 115k miles

At minimum, it looks like you have a boost leak. Stft goes extremely negative during the pull. That's likley due to metered air leaking out through the boost leak vs. going into the engine, so the DME has to cut fuel to try to keep AFR on target. I'd start there, and see how things look once you correct the leak
