Took these pictures of my block. Are these bad enough to warrant a rebuild/new block?

Hard to tell from pics but it looks like there is a lot of vertical scoring on the cylinder walls... When I pulled my head the cylinder walls still showed crosshatch (115k miles) and no other marks. Combustion chamber looks really clean though, comparatively. Are you using port injection?

Compression test will help show if you're still getting good cylinder seal despite the scored cylinder walls. Leakdown test will pinpoint whether compression is passing by the rings or valves. You are correct that you can still have good compression but poorly sealing oil control rings, but, that would result in oil burn (smoking). As stated above, the combustion chamber actually looks pretty clean and the opposite scenario seems to be the case in your photos where lubrication/oiling looks inadequate to have cause scoring. Or, you dropped debris into the cylinder bores? Was there some kind of failure that prompted you to snap pics?

On a side note, what camera did you use? I have a cheap $20 endoscopic camera and the pics are nowhere near that good :/

Looks like deep scoring. I can't imagine you'd get good compression or leakdown with it that bad. I'd start looking for a used block for sale.
