Do you mean power per liter or something like that? Pretty sure this is up there, although GTRs are almost 4 liter engines. F1 has gotta be up there, especially if any of them are uncorked.

BMW M12/13 turbo F1 engine from the 80s made something like 1400hp out of 1500cc. IIRC 1400 is a calculated amount, exact number is unknown since the dynos they had available maxed out at 1280hp
The ETS GTR has a 4.3l Willall Racing billet block, would have to be north of 4k hp crank to match it.
