N54 tuner ?

I really don't know wich tuner i should go to i i my setup :
7,5 inch intercooler
Hydra hp650's in and outlets
Full exhaust
Stage 2 lpfp only DI
I'm from belgium car is orginally from germany and running a custom mhd map around 18-19psi i'm thinking of getting 102 octane pump gas from germany of running a e40 mix, don't know it's going to producte that much more because of stock hpfp and guys running 21-22psi on pump gas with these turbo's, so wich tuner and 102 of e40 ?

If you are staying DI only...probably 102.
If you are willing to upgrade fueling...ethanol blend HANDS DOWN.

I have almost the same setup as you, except that my fuel is sp95 (eur)+WMI
I entrusted the adjustments to ken wedge performance and I live on Reunion Island

Dont think its worth to go the extra mile to germany to get the fuel you need for your car. Is it your daily? I would use the best gas you can get in your country and top it with WMI (its really not that complicated) or Ethanol in case you want some freaking numbers.
