Help: 24psi boost tapering

Car has been smoke tested and pressure tested to 22psi... passed both, I replaced boost solenoids, cleaned rb pcv, tmap, and maf sensor ... turbos are not holding boost to redline like they usually do ps2 hi flo... and wgdc is high ... help

I have VRSF silicone, and they are good no collapsing

i take back what I said, I checked and my front inlet was completely popped off the turbo snout.. do you think that could be my issue?

why would you say no?! Because it actually did fix my issue my boost is not Tapering now

welp I guess it must have popped off an was partially restricting air flow because now my log look how they are supposed and boosting is holding to redline again
