You aren't building any boost. Waste gate DC is 100%

@suspenceful might have some insight, the jb4 settings are included with the embedded chart. I just don't know what they mean.
Surprised you're not making at least gate pressure, hardware issue or major boost leak somewhere?
Is Mac solenoid hooked up right, this was my first question. The car doesn't seem to be expecting the boost either, makes me think tune is wrong also. Pretty sure there us a single turbo specific software needed.
Can you explain how the Mac solenoid is connected? What waste gate spring configuration?

Not that these will fix your issue but any way you can clock that turbo more so it will drain better? That will cause you a future issue most likely. You really want the inlet and drain to be vertical.
You BOV line looks to be too small, and also barely on the tial BOV. I would replace with the correctly sized vacuum line and secure it on all the barbs with a zip tie. You can tap your intake manifold and put a 1/4'' barb on it, small money.
Have you pressure tested the system yet for boost leaks? I doubt this is your issue but worth doing regardless.
I am guessing you plan to run a turbo guard? I would put something on there ASAP.
