I'm going to submerge the filter with dish soap and bucket of water, and move it around. I'm not going to scrub it might damage the filter.

Dont scrub it, it will damage the filter. Try to clean it with soap and water as mentioned if it is an oiled filter. If it is a dry filter media, just vacuum it.
